Per-mille shares (chiliosta) are the most important number for each apartment in a Greek building. They determine how much you pay in common expenses, how much your vote counts at the general assembly and your share of the land. Here is what they are and how they are used.
What per-mille shares are
Per-mille shares (‰) express each property’s share of the whole building. All apartments, shops and storage units together add up to 1,000‰. An apartment with 120‰ therefore contributes 12% of the related expenses.
Where to find your apartment’s shares
- In the deed of horizontal ownership (the notarial deed drawn up when the building was constructed).
- In the building regulations, which usually contain a detailed table.
- In your purchase contract.
- On your common expenses statements, if the manager lists them.
The main per-mille tables
| Table | What it splits | What usually affects it |
|---|---|---|
| General expenses | Cleaning, common electricity, management, minor repairs | Size and position of the property |
| Lift | Lift maintenance, inspection, repairs | Floor: higher floors usually pay more |
| Heating | Fuel and operation of central heating | Heated area and radiators |
| Land | Not used for monthly expenses | Share of co-ownership in the plot |
The exact way each table is calculated is set when the building is established, by the engineer or notary, and differs from building to building.
Per-mille shares and voting
In many regulations, each owner’s voting power is measured by their per-mille shares rather than “one apartment, one vote”. This is why shares also matter for quorum and majorities. More in our guide to the general assembly.
Can per-mille shares be changed?
Per-mille shares are part of the horizontal ownership deed and the regulations. As a rule, changing them requires the agreement of all owners and a notarial deed, unless the regulations provide otherwise. If you believe the split is unfair, the first step is to check the regulations and consult a lawyer or engineer.
Tip: before any change, keep a copy of the current table. If the manager uses different figures from the regulations, ask for clarification in writing.
